Zhengzhou's New Detailed Planning Rules: A Guide for Foreign Founders
Zhengzhou has introduced new rules to make urban planning more adaptable and business-friendly. For foreign founders, this means faster project approvals and clearer processes for land use and development.
Zhengzhou Streamlines Urban Planning for Business
Foreign founders looking to establish or expand operations in Zhengzhou should take note of a new policy that could significantly impact their development projects. The Zhengzhou Municipal Government has issued the “Zhengzhou Municipality Measures for Optimizing the Implementation and Management of Urban Detailed Planning (Trial)” (the “Measures”), aimed at enhancing the adaptability of detailed planning, improving the business environment, and supporting industrial development, urban renewal, and public welfare projects. The Measures are a supporting document for implementing the “Reply of the State Council on the Implementation Plan for Comprehensive Reform Pilot on Market-based Allocation of Factors in Certain Regions” (Guohan [2025] No. 86).
Background and Purpose
With rapid market development, some detailed plans in Zhengzhou were prepared years ago and lack flexibility. Traditional planning adjustment procedures are lengthy and time-consuming, mismatched with the fast-paced needs of urban renewal and industrial upgrading. To implement the national pilot reform on market-based allocation of factors, the Measures aim to shift detailed planning from a “static blueprint” to “dynamic governance.” They introduce categorized management for different situations, simplify procedures for compliant cases, and maintain the rigidity of higher-level plans. The goal is to optimize the business environment and support the efficient implementation of industrial projects, urban renewal, and public welfare projects.
Legal Basis
The Measures are based on several key documents, including:
- Guohan [2025] No. 86 – Reply on the Implementation Plan for Comprehensive Reform Pilot on Market-based Allocation of Factors.
- Yuzheng [2025] No. 28 – Zhengzhou Municipality Work Plan for the Pilot on Market-based Allocation of Factors.
- TD/T 1111-2025 – Guidelines for Planning Optimization of Urban Stock Space Revitalization.
- Yu Ziran Zi Gui [2026] No. 4 – Notice on Several Policies for Full-Chain Support of Urban Renewal by Planning and Land Departments.
Formulation Process
The Zhengzhou Municipal Natural Resources and Planning Bureau initiated the drafting in February 2026. After extensive solicitation of opinions, public consultation, and expert review, the Measures were adopted at the 87th Executive Meeting of the Municipal Government on September 1, 2026, and issued on September 29, 2026, in the name of the Municipal People’s Government.
Scope of Application
The Measures apply to the positive optimization, dynamic maintenance, and modification of detailed planning within the urban development boundary of Zhengzhou’s main urban area (five inner districts and development zones), as well as linear facility detailed planning. Other counties (cities), Shangjie District, and the Airport Economy Zone may refer to these Measures. The Municipal Natural Resources and Planning Bureau is responsible for the five inner districts, while the planning sub-bureaus of development zones handle matters within their jurisdictions, clarifying approval authorities for different matters.
Key Mechanisms
Positive Optimization List
A “Zhengzhou Municipality Urban Detailed Planning Positive Optimization List (Trial)” has been formulated and will be used after approval by the Municipal Government. For situations on the list, the detailed planning adjustment procedure is not required. Instead, the basis for issuing planning conditions and handling related procedures is “original detailed planning + positive optimization list + plot plan (or linear facility optimization map).” The process includes application, demonstration, publicity (at least 10 days), approval, and inclusion in the database.
Technical Corrections
Technical corrections address errors that do not change the overall requirements of detailed planning, minor boundary adjustments, minor adjustments to control lines, local adjustments to roads or pipelines, and data corrections. Publicity requirements differ based on whether adjacent rights holders are affected. Results are directly incorporated into the national land spatial planning “One Map” implementation supervision information system.
Optimization Adjustments
Optimization adjustments cover adjustments to general control content of units, various control lines, layout of commercial and public welfare land indicators, underground space, urban design, roads and pipelines, and rail transit-related adjustments. After application, demonstration, and public publicity (at least 10 days), approvals are made by the Municipal Government for the five inner districts or by the development zone management committee for development zones. Results are incorporated into the “One Map” system.
Plan Modifications
Plan modifications apply to major changes such as adjustments to unit development goals and overall spatial structure, large-scale adjustments to construction land, modifications to important control bottom lines, and implementation of major national, provincial, or municipal projects. The necessity demonstration stage requires public publicity of at least 30 days, and another publicity of at least 30 days is required before submission for approval.
Transparency and Efficiency
Approved planning results are made public within 20 working days. Optimization adjustment and modification plans are filed according to law. The Measures support concentrated plan modifications based on urban physical examinations and planning implementation evaluations to improve management efficiency. Definitions are provided for professional terms such as linear facility detailed planning, detailed planning adjustment, plot plan, and linear facility optimization map to unify concepts and facilitate practical operations.
Implications for Foreign Founders
For foreign founders, these Measures can streamline the process of obtaining planning approvals for development projects. The positive optimization list and simplified procedures for technical corrections and optimization adjustments can reduce delays, making it faster to launch industrial, urban renewal, or public welfare projects. The clear approval authorities and timelines enhance predictability. However, founders must still comply with the listed procedures and ensure their projects align with the optimization list or qualify for adjustments. Understanding these rules can help in site selection and project planning.
